[Americas][Important Required Reading] Operational Guidance Regarding U.S. TSA Screen Regulation

Due to heightened security by the U.S. Transportation Security Administration (TSA), cargo pre-screening using K9 dogs (explosive detection dogs), which previously applied only to passenger aircraft cargo, is now expected to apply to cargo on all cargo flights departing from the United States. As a result, significant confusion and operational disruptions are expected.



The JFK outbound cargo receiving cut-off time has also been adjusted,

and as a result, same-day shipment is now possible only for cargo departing by noon U.S. time (pre-shipment items packed by 11:00 a.m. or prepaid items paid by 11:00 a.m., taking the outbound scan time into account). Please note that this applies equally to Asiana and all airlines departing from the United States, not only Korean Air.



We are sharing the important details and matters that will affect UniAuction operations, so please be sure to refer to them in your work.



The following applies to cargo handed over at U.S. airports from June 29 (for departure on June 30).



1. Reference for outbound cargo from all Americas branches (see attachment)

- There are restrictions on cargo packaging for K9 dog inspection.

In the future, restrictions will apply to packaging other than wooden packing, metal packing, and general hardboard paper-type containers or fabric containers.

For packing types that K9 dogs cannot detect, cargo acceptance is only possible after submitting a certificate proving that screening was performed by a company that provides official pre-screening services.



- In the future, LD3 will no longer be used and all cargo will be accepted only on pallets, so cargo size and length will be restricted.





2. New Jersey branch

JFK Airport will be the airport most affected.

As shown in the Korean Air notice below, the previous cargo acceptance cut-off time was 10:00 p.m., but it has been changed to 7:00 p.m., so cargo must depart by no later than between 4:00 p.m. and 4:30 p.m. for same-day acceptance.



We will do our best to dispatch as much cargo as possible, but because the cut-off time has been significantly moved up and we must also take rush-hour traffic into account, departures will be made from New Jersey.

Cargo that cannot be shipped out on the same day will first undergo outbound scan processing in the evening and is expected to be handed over to the airport the following day.



- Cargo scanned for outbound shipment after the cut-off time will be handed over to the airport the following day, so special caution is needed regarding combined taxation.

(Example: courier cargo outbound scan at 1:00 p.m. on July 1 -> accepted by the airport the same day; outbound scan at 3:00 p.m. on July 1 -> accepted by the airport on July 2)

If you have cargo under the same name, please be sure to confirm customs clearance completion for the first shipment before sending the next one.









3. Delaware branch

Delaware cargo arrives in New Jersey after 4:30 p.m. U.S. time.

Cargo picked up in Delaware and shipped out through New Jersey cannot be accepted by the airport on the same day.

We ask for your understanding, as it will be unavoidable to pick up cargo in Delaware, perform outbound cargo scans, complete palletizing, and then submit it to the airport the following day.

Hello.



Due to the upcoming change to the TSA Screen Regulation, we expect there will be considerable confusion, and some aspects may be established gradually through adjustments after implementation.



We are sharing the details currently available for your reference in your work.







1. New cut off time



- Non screened cargo : 7pm (based on document submission)



- Pre-screened cargo : 10pm







2. Whether AKE can be used



- E-commerce (parcel) and perishable with dry ice AKE container



Cannot be screened when used. Only pre-screened (CCSF) cargo can be accepted by the airline.





3. Packaging types among general cargo that cannot be screened



- Barrel (screening possible if packed externally in a fiber board box)



- DRUMS (screening possible if packed externally in a fiber board box)



- Pressurized container (including KCX AKE container)



- If any additional types that cannot be screened are found, we will notify you again
